
The TMO’s Board has appointed Helen Evans as interim Chief Executive to lead the organisation through the Council’s forthcoming stock options review.
Helen is Managing Director (MD) of Brent Housing Partnership (BHP) and this move builds on an already thriving collaborative relationship between the two neighbouring three-star ALMOs. The TMO and BHP have been working together for over two years, initially by establishing a joint venture company Grand Union Homes and latterly developing shared support services in areas such as Human Resources, Health and Safety, and Communications.
Helen will continue as MD of BHP for the duration of the twelve month contract and split her time in the two neighbouring boroughs.
Juliet Rawlings, Chair of the TMO, said:
“The Board were very impressed with Helen and we feel that she is the right person for the job.
“The stock options debate has only just begun, however the outcome will have a significant bearing on the direction of the TMO for many years to come. The Board felt that we should hold off making a permanent appointment until we are clear about what sort of organisation we are going to be.”
“We believe this temporary arrangement can work because of the stage the TMO has reached in our development: we have a strong and stable Board, have established ourselves as the only TMO, which is also an ALMO, achieved three stars, and are well on the way to completing Decent Homes.

Over the last two years the TMO has seen improved performance and increased levels of resident satisfaction. However, I know that there is more to be done, and I am fully confident that the TMO will continue to improve, thrive, and deliver on its key priorities for the benefit of residents.
“Extending the shared service principle to the CEO makes financial and business sense and it gives better value for residents. Sharing this kind of cost maximises resources for front line services, which is of critical importance to both Boards.
Helen will start at the TMO on 1 October, which will allow time for a handover before the current Chief Executive, Gordon Perry, leaves in mid-October.
