Estate Parking Handbook

The TMO controls parking on estates owned by the Royal Borough of Kensington & Chelsea for the benefit of our residents.

To ensure that our residents benefit under this arrangement parking on the estates must be in compliance with TMO parking procedures and all cars must clearly display a valid TMO parking permit.|

Who can rent a parking space?

The TMO manages around 1900 parking spaces and garages in the borough. We prioritise applications from the following groups below in the order shown:

1. TMO tenants and leaseholders who are holders of purple disabled badges

2. Other TMO tenants and leaseholders

3. Private tenants and businesses

How long before I can get a parking space?

All spaces are offered in date order of application, and allocated according to eligibility. When you apply we will send you an acknowledgment letter with your reference number and a note of your position on the waiting list, if there is one. You will be offered a space when a suitable vacant bay becomes available.

Can I apply for a visitors' parking permit?

Only some TMO estates have a limited number of visitor's bays. Visitors' permits are only for people visiting a property on one of our estates with a visitors' bay.

To obtain a visitor's parking permit you need to contact the Customer Service Centre, giving at least 48 hours notice, on 0800 137 111.

A caretaker will then deliver it to the address of the person you are visiting or you can arrange to pick it up from the Royal Borough of Kensington & Chelsea Reception at 37 Pembroke Road, London W8 7PW. There is currently no charge for a visitors' parking permit.

Visitors’ permits must be clearly displayed on the windscreen of your vehicle when you park on the estate. Do not alter the permit in any way as this will make it invalid and your vehicle will be clamped.

If the visitor's permit has incorrect information on it, contact the parking team on 020 7838 5315 or 020 7838 5319 and they will try to assist you. Visitors' permits are for occasional use only and are at the discretion of TMO.

Parking in a garage

Garages are for storage of your car only and your vehicle is parked there at your own risk, so please make sure you have the relevant insurance. No other items are to be stored in garages. If you store anything other than your vehicle in your garage then you are in breach of your contract and it may be terminated.

It is the responsibility of the person renting the garage to replace any lost or stolen garage keys and to keep the inside of the garage clean and tidy.

Repairs to a garage should be reported to the Customer Service Centre on 0800 137 111.

Parking in a bay

If you are parking in a gated or underground bay, one fob key per contract will be issued to you. It is important to make sure that you have adequate insurance cover as vehicles parked in a gated or underground bay are stored at the owner’s risk.

To replace a lost or stolen fob key contact the caretaker for the bay who will arrange to issue you with a replacement. Please note there is a charge of £10 to replace lost fobs.

What do I do if I lose my parking permits or they are stolen?

If your permits are stolen you will need to report it to the parking team immediately by contacting them on 020 7838 5315 or 5319 and later write in to the parking team briefly describing how they were stolen. You also need to provide a crime reference number, which you will obtain from the police when you report the theft.

If you lose your permits you need to notify the parking team immediately and write in describing briefly how you came to lose them. We will provide you with replacements at our discretion.

Residents with disabilities, and holding purple or blue badges

Unfortunately, residents with disabilities who hold a blue or purple badge are not entitled to park on TMO estates unless they hold a valid TMO estate parking permit. If you are a TMO resident who holds a purple badge you may qualify to rent a parking bay on the estate free of charge. Individual garages and fob controlled car parks are charged at the usual TMO residents’ rate.

To obtain an application form for a purple badge contact “Accessible Transport Services” on 020 7361 2390.

Once you have obtained a purple badge forward a copy of it, together with your TMO estate parking application form, to the TMO parking team who will arrange for you to park free of charge. Blue badge holders are welcome to apply but they will be charged at the normal rate and have the same priority as other TMO tenants and leaseholders.

Street Parking

Parking on public highways (streets) within the Royal Borough is managed by the Royal Borough of Kensington & Chelsea (RBKC). To apply for a RBKC street parking permit contact Royal Borough of Kensington & Chelsea parking operations at 19-27 Young Street, London, W8 5EH. Tel: 020 7361 4380.

Parking Enforcement

Controlling estate parking ensures that we have safer roads on our estates for pedestrians and cyclists. It also provides better access for emergency and service vehicles, and creates a cleaner environment for the residents living there. It also means that people living on the estates have priority for parking there. All vehicles with TMO estate parking permits must therefore comply with the following rules:

We ask that you:

  • Display a valid parking permit and secure it to the windscreen clearly to ensure it is not obscured by other permits or does not fall down or get blown away. It is your responsibility to ensure that your permit is displayed clearly, otherwise you risk getting clamped.

  • Park with care and consideration for other vehicle owners and residents so as not to cause an obstruction. You are responsible for the behaviour of any visitors to your property so please ensure that any car owners visiting your property do the same.

  • Clean up any oil spillage from your car.

Please do not:

  • Park on yellow hatched box areas or emergency entrances and exits.

  • Park on the pavement or grassed areas as these force pedestrians into the road and may cause an accident.

  • Park in front of paladin rooms for bins.

  • Park across bays or cause an obstruction.

  • Indiscriminately sound your car horn late at night.

  • Carry out any major car repairs on the estate.

Non-compliance will result in your vehicle being clamped or removed by Wing Security, who are instructed by TMO to remove any car parked illegally or that is breaking the parking rules. In some instances it may result in your parking contract being ended and your parking account closed.

Appealing against a clamping charge

Once a car has been clamped the owner of the car must pay the release fee to get it unclamped. You have a right to appeal in writing if you feel your vehicle was wrongly clamped and all letters of appeal will be investigated and responded to within 10 working days. There is no verbal appeal service and no grace period for parking without a valid TMO parking permit.

Can I give or transfer my permits over to a friend or family if I no longer need my parking space?

TMO permits are not transferable to another person. Parking spaces are rented on a first come first served basis within priority groups. This is to be fair to people who are already on the waiting list. If you no longer wish to have a parking space you can end the parking contract.

How do I end the contract?

The TMO requires one week’s written notice to close a parking account. If you are renting a space and wish to give it up you must make sure that you return both permits along with any fobs or keys. You will also need to make sure that you have paid off any debt owing on the account.

Abandoned or illegally parked cars

Please report any abandoned vehicles or illegally parked cars to the TMO parking team on 0207 838 5315 or 020 7838 5319 giving the make, colour, vehicle registration number plates and location. We will then do our utmost to locate the owner or have the vehicle removed.
